“Well, to be really honest, and frank, no [Chelsea should not sign him],” Leboeuf told ESPN FC.

“I think Coutinho is a good player and I’m not even trying to be harsh on him, I think I want to find Barcelona guilty for the situation because they put a price on Coutinho who I think doesn’t belong to that league.”

Coutinho is tipped not to play his football at Camp Nou next season when his loan spell at Bayern Munich comes to an end this season, and this puts Brazilian in the transfer market of potential suitors to trade for his services.

Premier League clubs Chelsea, Tottenham and Arsenal knee his services but Chelseas are now considered favorites to land the South American where reports claim frank Lampard’s side have already began negotiations with the Brazilian.

Barcelona are reportedly readying to evaluate offers for their star in a cut-price of around £70-80million and that would be over £60m less than what Barca paid for him in January 2018.
